## How to read these records

### Texas: two files

- **Coverage ("subscribers")** — insurance carriers report every policy to the Division of Workers'
Compensation. The file published on Sep 28, 2026 holds about two years of policies: carrier, effective and
expiration dates, cancellation or non-renewal, reinstatement, and employee-leasing (PEO) arrangements.
- **Non-subscribers** — private employers that opt out must file DWC Form-005 each year. The file
lists each filing's period and the locations it covers.

The status shown is computed on Sep 28, 2026: *policy in force* when a policy's dates include that day
and it was not cancelled before it; *non-subscriber* when a Form-005 period includes it; otherwise *no
policy in force in the file*. That last one is not proof of no coverage: certified self-insured employers and
policies reported late are not in the file.

### Oregon: one file

The Department of Consumer and Business Services publishes a monthly snapshot of employers with active coverage:
insurer, liability dates, industry, ownership, and an employee range (the exact count is suppressed by the
state).

### How names are matched

In Texas, an employer is one legal name at one ZIP code; its policies and non-subscriber filings are gathered
under it. Two establishments of the same company in different ZIP codes are two entries.

### Privacy

Some employers are individuals (a household employer, a sole proprietor). They are searchable, as they are in
the state files, but no page lists them.
